Upgrades to Squad 1 are gated behind Sanctuary levels 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 25, 26, 27, 28, 29, 30 — the run will not start until the Sanctuary is there first.
