Why the total is not to the last unit
The game shows costs rounded to four significant figures — a level that reads 16.67M is somewhere between 16.665M and 16.675M. Adding forty of those carries forty roundings with it, so a total printed to the last grain would be a precision we do not have. The figures below are shown to the precision the inputs actually justify. Treat them as within about a tenth of a percent, which is close enough to plan a week and not close enough to argue over.
Levels the source left blank are skipped and counted in the gaps line rather than silently treated as zero.

Every row is a published fact on the buildings page, carrying its source and confidence tier there. The planner does arithmetic on those rows and adds nothing of its own.
